Our Mission

The Jersey City Police Activity League (JCPAL) is an independent nonprofit youth development organization that uses educational, athletic, and recreational programs to build trust and understanding between police officers and young people—preventing crime by creating positive pathways forward.

We envision success and empowerment for every young person we serve. Through athletics, academics, and character-building activities, we foster a winning spirit grounded in unity, cooperation, and hard work.

We're dedicated to expanding horizons—not just our own as adults, parents, and public servants, but those of every child who walks through our doors. Through year-round programming that combines athletics with academic support and self-enrichment projects, we build character, confidence, and strength.

By partnering with community organizations and leaders, JCPAL has established itself as a cornerstone nonprofit, providing Jersey City's youth with positive outlets and real opportunities.

Our History

One of the hardest parts of Sergeant's career as a Jersey City Police Officer was witnessing local children with nowhere to go, too often finding themselves in trouble with the law. Determined to make a difference, he launched an athletic program in 1976 that brought kids together through organized sports and events, giving them an alternative to life on the street corners.

After two incredibly demanding but wildly successful years, Sergeant officially founded the Police Athletic League of Jersey City Inc. in 1978. Since then, Jersey City youth ages 5-19 have found a home away from home—a safe haven where they can play hard, build character, and forge lasting friendships.

In those early years, the Jersey City PAL ran on modest donations from individuals and businesses who shared Sergeant's vision, along with countless volunteer hours. Despite the struggle to keep the lights on, the organization persevered, offering kids a safe place to play and grow.

In 1989, the JCPAL became a registered 501(c)(3) nonprofit in New Jersey and has maintained good standing ever since. As a charitable organization, JCPAL is 100% funded by generous supporters who believe in our mission.

In 2012, we adopted the alternate name

"Jersey City Police Activity League"

to better reflect the evolution of our programs and focus, while staying true to our fundamental values.
